THE MISSION
Technology with a
public purpose.
Census Hiring and Employment Check (CHEC) supported employment-screening activity within the census hiring environment. The broader onboarding workflow included collecting fingerprints and other background information, conducting checks, and adjudicating suitability before the relevant hiring steps could proceed.
Census Bureau: 2020 Recruiting, Onboarding, and Training assessment, executive summary and background-check workflow ↗Why software quality mattered
Screening technology had to keep applicant records consistent while handling a large, time-sensitive recruiting effort. Commerce’s 2019 oversight review identified performance and scalability concerns in CHEC before peak recruiting. The finding demonstrates the importance of measuring capacity and retesting after remediation; it does not establish who caused or fixed the issues.

Our reported contribution
Ji Tech reports testing support connected with CHEC for the 2020 Census. The reported quality goal was to identify issues affecting system reliability and readiness. Specific background-check decisions, security clearances, capacity improvements, and individual defect closures are not attributed to Ji Tech without its engagement evidence.
TESTING & MISSION READINESS
How testing helps the program move forward
The priorities below are an analysis of the public system context, not a verified list of tasks completed on this engagement.
Applicant-record integrity
Check that an update, retry, or status change stays associated with the correct applicant and does not create a duplicate or conflicting record.
Workflow and access controls
Exercise expected transitions, incomplete information, authorized access, and rejected or delayed exchanges without bypassing suitability decisions.
Capacity and recoverability
Model bursts of activity, monitor slow or failed transactions, and verify recovery and retests after changes.
The goal: find defects earlier, verify corrections, and give stakeholders evidence for release decisions. Testing reduces risk; it does not guarantee defect-free software.
PUBLIC PROGRAM RECORD
Part of a national hiring effort
Census’s hiring assessment reports more than 523,260 temporary hires across the 2020 operation. This describes the broader recruiting and onboarding effort, not a CHEC-only transaction count or a Ji Tech deliverable. The sources support CHEC’s operational importance but do not establish an independently measured defect-reduction result for Ji Tech.

Vidoori’s enterprise-testing BPA
Vidoori reports a separate five-year, $173 million Enterprise Testing Support Services BPA awarded in 2022, with work resuming in August 2023 after a protest. That announcement does not establish Vidoori as the DAPPS or CHEC prime contractor, and no Ji Tech relationship to that BPA is claimed here.
