THE MISSION
Technology with a
public purpose.
IRS modernization involves replacing aging technology while maintaining tax-processing services and adapting to tax-law changes. Ji Tech reports vendor work supporting Deloitte in that transition. The exact system has not been confirmed; CADE 2 and ACA support contracts below are separate public references, not identified Ji Tech engagements.
GAO-23-104719: IRS legacy-system modernization oversight (2023) ↗Why software quality mattered
As a reference example, the IRS’s July 2022 CADE 2 account describes legacy-code conversion, hundreds of interconnected systems, and data that must reconcile precisely. GAO’s 2023 review also highlights the need for complete modernization and legacy-system disposition plans. These sources explain the broader risk environment without establishing Ji Tech’s system assignment.

Our reported contribution
Ji Tech reports testing and quality support for Deloitte’s IRS modernization work, aimed at helping identify defects as existing systems moved toward newer technology. The specific application, dates, migration stage, tests, and resolved issues require engagement confirmation. No tax-processing outcome or modernization completion milestone is attributed to Ji Tech.
TESTING & MISSION READINESS
How testing helps the program move forward
The priorities below are an analysis of the public system context, not a verified list of tasks completed on this engagement.
Old-to-new behavior comparison
Compare expected business-rule outputs across representative and exceptional cases so a technical change does not silently change intended behavior.
Data and interface reconciliation
Check record completeness, totals, status transitions, and error handling across system boundaries; investigate mismatches before acceptance.
Release and regression readiness
Exercise affected workflows after changes, retest fixes, and record residual risk so modernization can proceed with evidence.
The goal: find defects earlier, verify corrections, and give stakeholders evidence for release decisions. Testing reduces risk; it does not guarantee defect-free software.
PUBLIC PROGRAM RECORD
Progress requires evidence, not a blanket completion claim
The IRS source describes CADE 2 progress as of July 2022; GAO later assessed wider legacy-system modernization risks. Neither source establishes which Deloitte effort Ji Tech supported or proves a Ji Tech-specific outcome. This page therefore explains the testing value of modernization while leaving the exact project match open.
