THE MISSION
Technology with a
public purpose.
The Decennial Applicant, Personnel, and Payroll System supported the administrative engine behind the temporary census workforce: hiring, personnel actions, time and expenses, payroll, and reporting. Census describes a customized PeopleSoft application with 27 interfaces, making correct exchanges between systems as important as correct screens.
Census Bureau: DAPPS follow-on justification, pages 1–2 ↗Why software quality mattered
Demand rose sharply as field staff were hired and paid. A 2019 Commerce Inspector General review identified capacity risks in pre-peak testing and the need for remediation and retesting. This is why realistic workloads and end-to-end checks mattered: a slow interface or incorrect personnel transaction could affect downstream pay processing.

Our reported contribution
Ji Tech reports testing support connected with DAPPS during the 2020 Census. The reported contribution was to help surface software issues and support more dependable operations. Public sources establish the system’s mission and scale; they do not identify Ji Tech’s individual test results, task order, or remediation ownership.
TESTING & MISSION READINESS
How testing helps the program move forward
The priorities below are an analysis of the public system context, not a verified list of tasks completed on this engagement.
Correct personnel-to-payroll flow
Follow a worker record through hiring, approved time, expenses, and pay-related outputs; include corrections and rejected transactions.
Peak-load behavior
Measure response time, processing throughput, and resource use under representative recruiting and payroll demand, including concurrent activity.
Fix verification and regression
Reproduce a problem, confirm the correction, and rerun related workflows so a change in one interface does not silently damage another.
The goal: find defects earlier, verify corrections, and give stakeholders evidence for release decisions. Testing reduces risk; it does not guarantee defect-free software.
PUBLIC PROGRAM RECORD
A workforce paid on schedule
August 2020 workload reported in the DAPPS justification, page 2.
Census’s retrospective payroll assessment reports that the operation met its timelines and experienced no major payroll-processing problems. It also discusses errors and their resolution, so this is not a zero-error claim. The separate DAPPS justification records a peak week in August 2020 in which the system paid 325,714 employees. These are program-level results, not results attributed solely to Ji Tech.

Vidoori’s enterprise-testing BPA
Vidoori reports a separate five-year, $173 million Enterprise Testing Support Services BPA awarded in 2022, with work resuming in August 2023 after a protest. That announcement does not establish Vidoori as the DAPPS or CHEC prime contractor, and no Ji Tech relationship to that BPA is claimed here.
